　　用被黑一次，就学一次乖来形容这次域名转出，可能最为合适。事情原委已经很多年了，N年前3cdma.com放置在炎黄盛世的“合租”服务器上，后来觉得域名也放一起，会比较方便一点，就把域名也转过去了。没想到这最后成了噩梦。

　　因为在炎黄盛世选择的是最多人的一款（好像是40还是60人），访问速度一直都非常慢，当时还是小小白，不太懂行，也没想过说从WIN转到Linux，后来慢慢学习，购买了Dreamhost以后，才发现，其速度居然和Dreamhost差不多，尽管ping值很好，但网站打开很慢。

　　刚好Dreamhost可以赠送一个免费域名，就想将域名转出，没想到这里碰到问题了，炎黄盛世不仅要求邮寄资料，还要收取50元域名转出费用，真是黑得可以。对于这样的域名商，除了慢它黑，还怕它会黑了我的域名，尽管不是什么大站。最后就交了50元，成功把域名转走了。

　　别人都说，手贱是要付出代价的，后来因为考虑到58元不算太贵，又帮公司在炎黄盛世注册了一个域名！这个悔啊，2010年5月份，由于重庆主机商倒闭，导致备案被撤销，决定域名和网站一起迁出国外，于是，再一次碰到想黑我50元的炎黄事件。

　　听朋友说，这种情况根本不需要理他们，可以直接向InterNIC投诉，从网上搜索了不少资料，发现原来从国内转出也不是很困难，只要发了投诉，InterNIC会把投诉转给域名注册商，域名注册商必须对客户进行回复（估计应该有惩罚措施，不让转出就怎么样，这个暂时未知）。

　　由于炎黄盛世是新网的代理，于是，在我投诉以后，大约第4个工作日就收到了新网的回复，问我是否确认要转移，第一封邮件直接就用了英文。

If your domain name meets the condition of transfer, Xin Net will send out the confirmation email to the domain name's Administrative Email ASAP. Once the Email replies and confirms the transfer of the domain name, we will send the Auth Code to the Administrative Email in 5 working days.

Please note that the domain name under one of the followed situations cannot be transferred to another Registrar:

1. The domain name cannot be transferred to another Registrar within the first 60 days after Registration.

2. This also continues to apply if the domain name is renewed during the first 60 days

3. The domain name cannot be transferred to another Registrar if there is more than 30 days after the domain name expired and it has not been renewed.

　　回完这封信，没想到炎黄盛世的客服找上门了。问我域名是不是要转出，并交纳50元费用。下面几个回复很有趣，不过服务态度算可以啦。

　　然后我表示，如果他们阻碍我转出，我会继续投诉InterNIC。不过似乎新网真的“不代表他们”，因为新网下午就把域名转移密码发送到我邮箱了。

　　其中有一个很重要的地方是域名whois里面的admin邮箱，这个是确认域名所有权的唯一证据（比域名所有者姓名更重要），如果邮箱不正确，可能会导致严重后果，请投诉前先把邮箱更改成你能收到邮件的邮箱（推荐使用GMail）。

　　在这里你只需要填写一下个人信息,还有下面的单选框,选右下角那一个.

　　至于域名注册商是哪个，可以从域名的whois里面查看到。这里一般指的是顶级注册商，而不是代理，比如炎黄盛世是新网代理，那么就直接从whois里面复制XIN NET TECHNOLOGY CORPORATION，其它的也可以参考一下whois信息。

　　为何这样投诉呢，因为如果你直接找新网，他们会让你找注册的代理，并不会直接受理你的转移，但InterNIC却不一样，它不会认识炎黄盛世，只知道域名是新网管理的，新网就必须给出答复。

　　只要你的域名邮箱和所有人是你的，就大胆去维护自己的权益，不要怕。不然都会出现我第一次被黑的情况。其实只要投诉了以后，InterNIC应该就对域名做了标记，如果这个时候注册商还胆敢去黑我们的域名，估计其上级代理就惨了，肯定要被InterNIC警告或者处罚。

　　至于投诉内容怎么写，小蓝觉得只要表达出是哪个域名，被哪个公司阻止转出，怎么阻止（比如收费等），并表达出自己的失望。基本就差不多了。从网上刮到一些范文，大家可以参考一下：

This is a Domain Name Complaint letter about HiChina Registrar I send 3nd times. I’m the domain owner of xxxxxx, wanna transfer domains registrar from HiChina (HiChina Zhicheng Technology Limited, www.net.cn) to GoDaddy.com, Inc.

But after I submit information include photocopy of id card & passport and comfirm they recieved (by telephone). HICHINA refuse to processed the transfer, the reason is the application form is not completely. Actually I submit 2 times to meet their request.

First time: Around 23rd, Dec 2008 I sent application form and photocopy of my ID card. They replay me that there is a reqest item i left empty and no signature;

Second time: Around 8th, Feb 2009 I sent application form with signature and completely all item attached photocopy of my passport (by HiChina’s request). But they still refuse with same reason. I don’t know how can I do to meet the request.

I feel that is irresponsible action and it break the iccan domain policy for nosense reason. I need your help.

　　其实国内几个顶级注册商的服务还是很不错的，可惜价格实在太高了，不少用户图便宜去找其下级代理，而顶级注册商对代理管理又不够规范，于是就让用户相当恼火。目前国内比较好的注册商，小蓝推荐eName.cn，不过eName如果不是金牌投资者，.com域名续费已经涨到100元了（金牌投资者是55元，需要预存1000元，有效期1年，第二年又要预存1000元，或者用积分兑换）。

　　国外的注册商，小蓝推荐eNom，Godaddy和Name，这三家中，eNom主要针对代理，知名度可能不够Godaddy高，但注册域名数量却比Godaddy要高多了。Name方面，小蓝刚刚注册了一个.in域名（http://3cdma.net)作为转向域名使用，感觉Name的流程和服务都不错。
